Borough Releases Employees' Earnings Data

Residents of the borough won't need an Open Public Records Act request to see how much Madison's public employees made in gross earnings for the past three years.

The Madison Borough Council has made available on the borough's Web site a study of employees' gross pay from 2007-09. The report excludes those who no longer work for the borough, part-time employees, and those who make less than $10,000.

The gross earnings amounts include base pay as well as any step increases, longevity increases, overtime, stand-by, and special duty pay an employee may have received.

There are two reports on the site. One is a breakdown of the three-year report by department. The other is listed in order from the highest to lowest paid, regardless of department.

A scan of the latter shows that in 2009, Madison Police Sergeant John Keymer was the highest paid borough employee, with his gross salary listed at $155,138.09. That amount was a little less than $4,000 more than the next highest paid employee, Borough Administrator Ray Codey, who made $151,535.04 in 2009. The list also shows that 11 of the 15 highest-paid employees worked in the police department, with five making more than Chief Financial Officer Robert Kalafut, who made $129,978.96 last year. One of those individuals was Chief John Trevena, who made less than four police employees with earnings of $130,414.08 in 2009. However, that was also the year Trevena became chief, as he was not promoted to the position until after the beginning of 2009.

Fire Chief Lou DeRosa was listed as the highest-paid member of the fire department in 2009, making $115,137.36. However, DeRosa was not chief at that time and then-Chief Doug Atchison, who served in his final year as the department's chief in 2009, was not listed as he is no longer a borough employee. DeRosa, who has served as interim chief since February, was officially named chief on July 31.

The following is a break-down by borough department. Listed is the average gross earnings of those individuals listed, the number of employees listed for each department, and the highest-paid employee according to the list. Note that, as in the case employees such as Atchison who no longer work for the borough, not every employee who was paid by the borough in 2009 is listed.
