Police Blotter: Man Charged with Drug, Weapon possession

Newark man one of multiple people arrested on drug charges this past week.

On March 21, police arrested Andriy Kmyta, 20 of Newark, and charged him with unlawful possession of a weapon, possession of marijuana, and possession of drug paraphernalia . Police initially stopped Kmyta after a Neighborhood Watch caller notified police that a suspicious vehicle was driving in the neighborhood. Police stopped the vehicle. Police determined Kymta was in possession of narcotics and a weapon. He was transported to headquarters for processing. After processing he was released pending a court appearance.

On March 17, police arrested Brittany Lepkowski, 19 of Scranton, Pa., and charged her with possession of a schedule 3 narcotic, possession of marijuana, and possession of drug paraphernalia. Police initially stopped the vehicle Lepkowski was a passenger in for a motor vehicle violation. It was determined she was in possession of narcotics. She was transported to headquarters for processing. After processing she was released pending a court appearance. The driver of the vehicle, Anthony Bianco, was issued a motor vehicle summons for driving with a suspended driver's license.

On March 17, police arrested Franciely Delaya, 20 of Greenvillage, and charged her with driving while under the influence. Police initially stopped Delaya for a motor vehicle violation. It was determined she was driving while under the influence of alcohol. She was transported to headquarters for processing. After processing she was released to a friend. Delaya was also issued a motor vehicle summons for failure to maintain a lane.

On March 17, police arrested Joseph Baldwin, 41 of Madison, on the strength of a $1500 criminal warrant. Police ran a computer check on Baldwin and were alerted there was an active warrant for him. He was transported to headquarters for processing. After processing he was released to the authority of Mt. Olive Township, pending a court appearance.

On March 18, police arrested Pavel Outkine, 25 of Madison, on the strength of a $500 traffic warrant. Police were alerted by the Chatham Borough Police Department, which had Outkine in custody. He was transported to headquarters for processing. After processing he was transported to the Morris County Correctional Facility in lieu of bail.

On March 18, police arrested David Behrle, 19 of Fairlawn, and charged him with possession of marijuana, possession of prescription legend narcotics, and possession of drug paraphernalia. Behrle was a passenger in a vehicle that was initially stopped by police for a motor vehicle violation. Police determined Behrle was in possession of narcotics. He was transported to headquarters for processing. After processing he was released pending a court appearance. The driver of the vehicle, James Wittwhitluck, was issued a motor vehicle summons for failure to maintain vehicle equipment.

On March 21, police arrested Borney Castano, 42 of Madison, and charged him with driving under the influence. Police initially stopped Castano for a motor vehicle violation. He determined he was driving under the influence of alcohol. He was transported to headquarters for processing. After processing he was released to a family member. Castano was issued motor vehicle summons for careless driving and improper use of headlights.

On March 21, police arrested Graham Berstler, 20 of Lebanon, and charged him with driving under the influence. Police initially stopped Berstler for a motor vehicle violation. He determined that he was driving under the influence of alcohol. He was transported to headquarters for processing. After processing he was released to a friend. Berstler was also charged with under age possession of alcohol, refusal to submit to a breath test, and issued a motor vehicle summons for speeding. A mandatory court appearance is pending. 

On March 21, police Sean McCarthy arrested Kaitlin Petersen, 20 of Oakland, and Catherine Schupp, 21 of Oakton, Va., and charged them with possession of a schedule 4 narcotic, possession of marijuana, and possession of drug paraphernalia. Police were called to assist Drew Public Safety Officers after they discovered the narcotics in Schupps and Petersen's dorm room. They were transported to headquarters for processing. After processing they were released pending a court appearance.

The Madison Police Department and Volunteer Corps responded to 18 medical emergencies during this past week. The police department investigated 11 motor vehicle crashes during the same period.
