East Hanover police initially were responding to a report about lewd behavior when they encountered New York Jets tight end Kellen Winslow in the Target parking lot and allegedly found him in possession of synthetic marijuana, according to a copy of the police incident report.

A woman who parked next to Winslow told police she saw him exposed and that she believed he was masturbating, which is what brought police to the parking lot the afternoon of Nov. 19, according to a copy of the police report published by NJ.com Friday. Winslow was not charged with lewdness. A spokesperson for Winslow released a statement Friday saying the initial claim about inappropriate behavior was "unfounded" and "ridiculous."

"Kellen pulled over to a parking lot to smoke what he thought at the time was a legal substance," said Denise White, CEO of EAG Sports Management. "He changed his clothes in his vehicle as to not smell like smoke when he returned home. There was absolutely nothing inappropriate that took place and if there was police would have investigated further and charged Kellen which they did not. This will be the only time we will comment on this unfounded and ridiculous claim."

According to the incident report, Winslow, a 30-year-old Madison resident, told police he was trying to find Boston Market. He had bags labeled "Mr. Happy" and "K2 XXX," and bottles labeled "Funky Monkey" in his car. "Mr. Happy" ultimately tested positive for synthetic marijuana, which led to Winslow being charged with possession of the drug at the end of December, according to the report.

Winslow pleaded not guilty to the drug charge last week, according to NJ.com.

The New York Jets practice facility is in Florham Park.
