Meanwhile, Drew University has announced it is closing classes and events on campus from 1 p.m. Sunday through Tuesday due to the anticipated storm.

The declaration authorizes police to close and detour traffic as deemed necessary, and arrest people who do not follow the orders in the declaration or commands from emergency management personnel.

The orders include a notice that residents should reserve 9-1-1 for calls concerning bodily injury or other serious emergencies. Residents should call 973-966-7330 to report blackouts, downed power lines, and trees that have fallen against power lines or across the road.

Mandatory traffic bans will be activitated to correspond with those issued by the state, the declaration says.
